Lajcak: CSM after final agreement to normalize relations

The European Union special envoy for Kosovo Miroslav Lajcak said that the Community of Serb Municipalities (CSM) would be formed once Belgrade and Pristina reach a final agreement, adding that everything has to be ready by then.

Lajcak told a news conference in Pristina that all the officials he met with in 25 separate meetings during his three-day visit to Pristina support the dialogue with Serbia and the implementation of the agreement to form the CSM. He added that Kosovo has to meet the international obligations that it accepted including the CSM which, he said, is an issue that is approached with a lot of emotion.

He recalled that two agreements on the CSM were signed in 2013 and 2015 and both were adopted by the Kosovo parliament. According to Lajcak, the Kosovo Constitutional Court ruling on the CSM does not say that it can’t be formed but that it should be formed in line with the ruling.

“The next step is the drafting of a statute and we expect that to be done. The CSM is part of the final agreement and will be implemented once the agreement is signed but the details of the CSM should be part of the final agreement,” he said. Lajcak said that it’s not up to him to say what the agreement should include.

“We are negotiating a normalization of relations between Kosovo and Serbia. My mandate says normalization but I can’t put limits on normalization. We are here to find that normalization and I am here to make the process easier,” he said.

He said that a compromise in negotiations means “if I want something I have to give something”.

Lajcak said that a normalization of relations through a legally binding final agreement, solving all disputes once and for all would bring Kosovo and Serbia closer to the EU and help stabilize the region.
