EU’s Lajčák with Serbia’s Vucic and Kosovo’s Kurti separately, no details

July 19, 2021

A new round of the Belgrade – Pristina dialogue on the normalisation of relations started in Brussels on Monday with Serbia's President Aleksandar Vucic and Kosovo's Prime Minister Albin Kurti separate meetings with the European Union special envoy for the talks Miroslav Lajčák.

No details from those meetings were available. Lajčák only tweeted he met the two negotiators.

Earlier, it was announced that the EU High Representative for Foreign Affairs and Security Policy Josep Borrell would take part in Monday’s meeting.

Both Lajčák and Borrell are scheduled to address the media in Brussels before and after Vucic – Kurti meeting later on Monday.

The EU hopes to bring the two sides closer to a legally binding comprehensive agreement, but neither Belgrade nor Pristina seem willing to compromise.

Belgrade insists on forming the Community of Serb Municipalities (CSM), which was agreed years ago but not implemented, as a precondition for further deals. At the same time, Pristina maintains that nothing is possible before Serbia recognises Kosovo’s independence, something Belgrade leadership say will never do.

Besides, experts and politicians agree Belgrade cannot be offered anything, including the faster EU accession process, worth its recognition of Kosovo as an independent state or at least not opposing Pristina’s membership to the UN and other international organisations.
