Lajcak-Vucic, Kurti approved basic agreement

European Union Special Envoy Miroslav Lajcak told the KoSSev news portal on Friday that top officials in Belgrade and Pristina approved the basic agreement to normalize their relations at the recent meeting in Brussels.
“Yes, they agreed to the basic agreement. Its implementation is no less important because that is what will turn it into reality,” he said adding that the agreement has two parts – political and technical, the text of the agreement and its implementation. “We said that we are open to their comments and suggestions … and we fully respect what the sides want as guarantees that they will get what they were promised,” he said.
According to Lajcak, an agreement to normalize Belgrade-Pristina relations has to secure constitutional and institutional protection for the Kosovo Serb community. He added the agreement can’t be implemented only in part or not at all.
He said the EU expects to finalize the agreement at the March 18 meeting with Serbian President Aleksandar Vucic and Kosovo Prime Minister Albin Kurti in the North Macedonia city of Ohrid. “That is an agreement on the road map … the international community, the EU and US, have great expectations,” he said and added that the key players – Vucic and Kurti – know that the international community views the process as important.
Lajcak said that the Community of Serb Majority Municipalities is intended to improve communication and cooperation between the Serb majority municipalities and the authorities in Pristina and has to set clear rules for communication and cooperation with the Serbian government.
He confirmed that talks are underway to bring the Kosovo Serbs back to the institutions they quit last November. “We feel that Kosovo should enable and Serbia encourage the return of the Kosovo Serbs to institutions… That is in both sides’ interest,” he said.
